City regulations require an additional parkingplace for each 1000 square feet, according toMcMillan, who said 22 new parking spaces should beadded.

Cambridge passed a parking freeze in November1990 that limits the amount of new spaces whichcan be constructed in a year.

Harvard officials in charge of the University'sparking system could not be reached for comment.

Gifford and McMillan insisted that her quarrelwas not with Hillel but with Harvard.

"As long as they do things according toregulations, we have no objections [to the newbuilding] at all," said McMillan.

Gifford noted that the city also grantedHarvard a special variance to install the WHRBradio station facilities in the new building eventhough Harvard did not apply for it in writing.

"It's typical Cambridge," she said. "Verysloppy."

Gifford said she wants to negotiate new parkingscheme for Harvard facilities.

"We want to sit down and talk with Harvardabout parking for all of its buildings," she said
