BOSTON--The Massachusetts Senate yesterday refused to kill a bill that would deny state scholarship aid to young men who fail to register for the draft.

On a 20-15 vote, the Senate refused to table the bill, an action that would have put it in legislative limbo. The bill survived a similar test vote last week when senators refused to banish the legislation to the ways and means committee on a 21-15 vote.

The bill has already passed the House.

But State Sen. Gerard D'Amico (D-Worcester) proposed an amendment that would limit the ban on scholarship aid just to young men actually convicted of violating the federal Selective Service Law.
