The Decision is Ours

HENRY A. KISSINGER '50 claims that the power of decision for peace in Vietnam has been shifted to the Vietnamese. But on November 30, Defense Secretary Schlesinger threatened renewed bombing, without even mentioning Congressional authorization. American policy since January has bolstered Thieu so that he has no incentive to seek a compromise. And Thieu's military attacks and stopped-up policy actions, even in areas damaged by the recent floods, have left the Provisional Revolutionary Government little choice but to counter-attack.

Kissinger and Le Duc Tho are holding a highly-touted meeting today, but after 11 fruitless months, there's no reason to expect much to come out of their meeting. The decision for peace in Vietnam is ours. Congress should cut off aid to Thieu.
