Among the recent changes in our army regulations, those regulations, those relating to the national anthem deserve the attention of the civilian officials in several states who are trying to standardize and regulate the respect which we should all show when "The Star Spangled Banner" is played.
Soldiers, whether in uniform or out of it, are expected to stand at salute from the beginning to the end of any rendition of the anthem that takes place where they are present. Also, when an army band plays the tune, it must be played through, without the repetition of any part not required to be repeated to make it complete.
These rules might well be followed outside of the army as well as in it at least to the extent that their observance is practicable for civilians. New York Times.
