William H. Baldwin Prize Subject

The National Municipal League has announced the following subject for the annual competition for the William H. Baldwin Prize of $100, "Is the Commission Form of Government a Permanent One?" The competition is open to undergraduates of any university in the United States offering instruction in municipal government.

The essays must not exceed 10,000 words and must be type-written in duplicate and both copies mailed to C.R. Woodruff, secretary of the National Municipal League, North American Building, Philadelphia, Pa., not later than March 15, 1914, and marked "for the William H. Baldwin Prize." Competitors should sign each paper with a fictitious name and enclose in a sealed envelope their full name, address, class, and college. Additional details may be pro cured by writing the secretary.
