Prof. H. Payne, of Michigan University, in an address before the Wisconsin State Teachers' Association, on "Education as a University Study," said: "There can be no collision between a normal school and a university chair of education, for a university cannot compete with a secondary school. The state needs many more teachers of a higher grade of scholarship than a normal school can supply. These teachers must come from the college or from the university.
